The Imo State House of Assembly (IMHA) on Tuesday passed two major reform bills aimed at strengthening the state’s revenue administration and reforming its pension system to improve fiscal management and enhance the welfare of public servants.
The bills scaled their second and third readings during plenary and were subsequently passed by the House after detailed consideration by lawmakers.
One of the bills repeals the Imo State Revenue Administration Law No. 23 of 2019 and replaces it with a new legal framework for the collection, administration and management of revenue accruing to the Imo State Government. The legislation is designed to boost internally generated revenue, strengthen accountability and improve efficiency in revenue administration.
The second bill repeals the Imo State Pension Reform Law No. 1 of 2008 and introduces a new Pension Reform Law to establish a more effective contributory pension scheme in the state. The legislation also contains provisions relating to labour, productivity, the civil service and pension administration.
Speaker of the House, Rt. Hon. Chike Olemgbe, presided over the plenary and led members through a clause-by-clause consideration of both bills before they were adopted and passed.
Following the legislative exercise, motions for the adoption and passage of the bills were unanimously moved, seconded and approved by members of the Assembly.
The Leader of the House, Rt. Hon. Chief Kanayo Onyemaechi, also participated actively in the proceedings, contributing to the debate and legislative consideration of the bills.
The Assembly said the passage of the two bills reflects its commitment to strengthening governance through reforms aimed at promoting fiscal discipline, institutional efficiency and improved public service delivery.
The bills will now be transmitted to Governor Hope Uzodimma for executive assent before taking effect as laws of Imo State, in accordance with constitutional provisions.
The House noted that the legislation forms part of the 10th Imo State House of Assembly’s ongoing efforts to enact laws that promote sustainable development, transparency and accountable governance in the state.
